高佬是一個唐吉軻德式的人物，十年來，他一直以法律為武器挑戰龐大的政府組織。2004年高佬家被強拆，他自學法律起訴政府，法院不予立案。出於憤懣，高佬四處遊走，援助這個城市中同樣遭遇拆遷的人們。2011年，高佬來到中山路。中山路老城區的拆遷工作已經持續多年，仍有少數居民拒絕搬遷。在維權過程中，中山路拆遷戶阿智、阿梅等人成為高佬堅定的追隨者。儘管得到高佬的幫助，阿智等人的行政官司還是接連敗訴，強拆也接踵而至。多年維權未果，高佬的維權理念遭到質疑，維權隊伍逐漸走向分裂。與此同時，高佬幫人維權的個人目的也顯現出來……
Gao is a figure of quixotically, he has been a challenger against the government for ten years, since his 6-floor house was torn down 10 years ago. He was issued by government 2 resettlement flats but without any certificate. He led his fellow villagers to sue the government but never accepted by the court. Since then, he studied law by himself and started to help other people who were facing similar situation in Nanning.
