針對今（30）日中國人大常委會強行通過「香港特別行政區維護國家安全法」，總統府發言人張惇涵表示，北京當局繞過香港立法機構，打破「五十年不變」、「高度自治」等承諾，大幅壓縮香港言論自由和司法獨立，在香港回歸23週年的前夕通過該項法案，顯得格外諷刺，也更印證了「一國兩制」的不可行。
張惇涵表示，從去年香港「反送中」運動以來，到近期北京當局強推所謂的「港版國安法」，全世界都可以感受到香港人民對自由民主的追求與堅持，臺灣人更是感同身受。我們除了嚴厲譴責中國繼續侵害香港的民主及人權外，也要再次呼籲北京當局，唯有與香港人民展開誠懇對話，才能解決爭議，讓香港社會回歸平靜。
張惇涵表示，因應香港情勢的持續惡化，臺灣也會繼續透過制度化的作為，給予香港人最實際的支持與協助。「香港人道援助關懷行動專案」已經啟動，從明天，也就是7月1日開始，「臺港服務交流辦公室」就會正式運作，透過陸委會跨部會協調，編列預算挹注經費，整合民間力量公私協力來執行，臺灣會繼續提供香港人民必要的人道協助。
張惇涵強調，相信此時此刻，臺灣全體不分政黨色彩、不分政府民間，民主的臺灣會與香港同心，相挺香港人民、相挺自由民主的普世價值，臺灣也有責任與國際民主陣營的夥伴持續撐香港、撐港人。
Presidential Office Spokesperson Xavier Chang (張惇涵) addressed the passage of a law to protect national security in the Hong Kong Special Administrative Region today by China’s National People’s Congress Standing Committee, saying that the Beijing authorities have circumvented Hong Kong’s legislature and broken their promise that Hong Kong would remain “unchanged for 50 years” with a “high degree of autonomy,” severely eroding Hong Kong’s freedom of expression and judicial independence. Passing this law on the eve of the 23rd anniversary of Hong Kong’s return to China seems especially ironic, he said, and proves that “one country, two systems” is simply not viable.
Spokesperson Chang then said that the Beijing authorities’ continuous push for a so-called “Hong Kong version of the National Security Law,” which began during last year’s anti-extradition movement in Hong Kong, made the whole world aware that people in Hong Kong yearn for and are committed to freedom and democracy. And the people of Taiwan share those feelings. In addition to strongly condemning China’s continued infringement of Hong Kong’s democracy and human rights, we once again appeal to the Beijing authorities to open sincere dialogue with the people of Hong Kong, which is the only way to resolve disputes and quiet the turbulence in Hong Kong society.
To respond to the deteriorating situation in Hong Kong, Spokesperson Chang also said that Taiwan will continue to use institutionalized methods to give Hong Kong citizens the most practical support and assistance. The Hong Kong Humanitarian Aid Project has been launched and the Taiwan-Hong Kong Office for Exchanges and Services will formally begin operations tomorrow, July 1. The Mainland Affairs Council will run the office, coordinating various ministries and agencies, planning budgets and allocating funds, integrating civic resources and public-private cooperation, so that Taiwan will continue to provide the people of Hong Kong with the necessary humanitarian assistance.
Spokesperson Chang emphasized that at this time, he believes that all of Taiwan is united in solidarity, and that regardless of political affiliation, in both government and civil society, democratic Taiwan and Hong Kong are of one mind, supporting the people of Hong Kong and the universal values of freedom and democracy. Taiwan, along with its partners in the international democracy camp, also has a responsibility to continue to support Hong Kong and its people.
